Guiding the remnants of the country from a TCF bunker, Owens made the executive decision to deploy Project X, an experimental and extremely risky time-travel mission. The surviving members of General Gatner's discovered these plans when Gatner himself brought them back to TCF base Epsilon.

During the execution of Project X, base Epsilon was breached by slag. While Gatner's crew managed to escape through the 4th dimensional opening, Owens was killed along with nearly all other TCF operatives.
